What Estepona is — and what it is not
Estepona is a Spanish municipality of 77,000 inhabitants on the western Costa del Sol, 20 kilometres west of Marbella and 18 kilometres east of Gibraltar airport. Unlike Marbella (which began its luxury residential development in the 1950s with the Marbella Club), Estepona's premium residential trajectory is more recent — the New Golden Mile, the coastal strip between Km 150 and Km 165 on the N-340, has been the primary site of luxury new-build development since 2015.
What Estepona is: the most active new-build luxury market on the Costa del Sol, with a resident social character more Spanish than Marbella (which skews heavily international). The Old Town (casco antiguo) of Estepona — with its flower-lined streets (Calle Terraza, Calle Real), covered market, and restored mansions — is authentically Spanish in a way that Marbella centre is not. The Sierra Bermeja mountain park, designated Parque Natural in 2021, provides immediate back-country access from properties on the western flank.
What Estepona is not: a substitute for the Marbella Golden Mile or Sierra Blanca. Buyers who require the specific social infrastructure of the Golden Mile (Puente Romano, Nobu, the established luxury hotel cluster), the Sierra Blanca gated enclave, or La Zagaleta's private estate dynamics will not find a Marbella equivalent in Estepona. The choice is complementary rather than substitutive.
The New Golden Mile — inventory and price bands
The New Golden Mile is the informal name for the coastal strip from San Pedro de Alcantara (Km 150) to Estepona town (Km 165). It runs 15 kilometres along the N-340 / A-7, parallel to the Mediterranean, with the Sierra Bermeja rising steeply to the north.
Key characteristics: newer construction than Marbella (large share of post-2015 built stock); lower land cost than the historic Golden Mile; higher frontline beach availability (the Estepona coast has more accessible beachfront than the Golden Mile, which is partially built out with hotel infrastructure).

The New Golden Mile has the highest active new-build pipeline on the Costa del Sol. Key projects in delivery 2025-2027:

Buyer profile in new-build Estepona: British buyers remain the largest single national group; Belgian and Dutch buyers are proportionally higher than in Marbella; increasing Spanish domestic buyer share from Madrid and Malaga capital. The American buyer segment is growing but remains smaller than in Marbella.
Developer due diligence is particularly important on the New Golden Mile because of the volume of active projects. Key checks: developer's bank guarantee (aval bancario) for off-plan deposits (required by Ley 20/2015), planning permissions (licencia de obras), building insurance, and community structure for the completed development. Estepona vs Marbella — the honest comparison
For buyers evaluating both markets, the honest comparison on key variables:
Price per m²: Estepona New Golden Mile averages €5,800-€8,500/m² vs Marbella historic Golden Mile at €9,276/m². For buyers who do not require the specific Marbella address, Estepona offers meaningful value.
New build availability: Estepona has significantly more contemporary new-build supply, particularly in the €1.5M-€4M villa category. Marbella's new-build supply is concentrated in the high €5M+ range or in Nueva Andalucia.
Social infrastructure: Marbella wins significantly here. The concentration of high-end restaurants, hotel infrastructure (Marbella Club, Puente Romano, Don Carlos), beach clubs, and the established social calendar of the Golden Mile has no equivalent in Estepona. Estepona has excellent local dining (particularly in the Old Town) but a smaller luxury hospitality cluster.
Golf: both markets have excellent golf access. Estepona's primary courses are Finca Cortesin (one of Spain's top-ranked courses, host of the 2023 and 2025 Ryder Cup qualifying), Atalaya Golf & Country Club, and Valle Romano. Marbella's courses include Real Club Las Brisas, Los Naranjos, Aloha, La Quinta, and La Zagaleta. Edge to Marbella on course density but Finca Cortesin is competitive at the top tier.
Connectivity: Malaga Airport is 45 km from central Estepona (40-50 minutes on the A-7); Gibraltar Airport is 18 km (20-25 minutes). The Gibraltar option gives Estepona buyers a secondary airport with direct UK connections unavailable at Malaga.
Beach quality: Estepona advantage. The Estepona coast has more natural, less-built beachfront than the Marbella Golden Mile, which is partly occupied by hotel infrastructure and road.
Legal and structural considerations specific to Estepona
Estepona has its own Ayuntamiento (separate from Marbella municipality), so planning permissions, urban development rules, and local administration are independent. Key Estepona-specific considerations:
Urban planning: Estepona's PGOU (Plan General de Ordenación Urbanística) was revised in 2017-2019. Plots in the New Golden Mile development zones must have confirmed building licences under the updated plan. Some plots sold off-plan in 2012-2016 had legal issues relating to the transition between the old and new planning regime — buyers of secondary-market properties in these periods should ensure title is clean under the current plan.
Coastal zone (Zona de Servidumbre de Protección): Spanish coastal law (Ley de Costas 1988, revised 2013) establishes a 100-metre protection zone from the sea. Within this zone, new construction is heavily restricted and some structures built before 1988 hold time-limited concession status rather than full ownership. Frontline beach properties need thorough legal review of the specific coastal status of the plot and building before offer.
Sierra Bermeja Natural Park: the 2021 natural park designation around Sierra Bermeja restricts building in the protected area. Properties bordering the park boundary should have confirmed planning status under the post-2021 designation.

Where to start a brief for Estepona
Estepona briefs benefit from specificity on a few variables that are more relevant here than in central Marbella:
New-build vs secondary market: do you want to benefit from the contemporary supply pipeline (with the off-plan completion risk that comes with it) or would you prefer a finished, inspectable property now?
Beach access or golf: these are different address registers in Estepona. A villa on the New Golden Mile with beach frontage prices very differently from a villa on the Los Flamingos or Finca Cortesin golf perimeter.
Gibraltar runway: if a secondary airport with UK connections is valuable to you, establish how frequently you intend to use it — Gibraltar connectivity is a stronger pull factor for buyers based in London than for buyers in Madrid or Dusseldorf.
Whether Finca Cortesin membership is a goal: the Finca Cortesin hotel and golf complex has a limited residential component. Being clear on whether Finca Cortesin adjacency or membership is a priority shapes the sub-area of Estepona you should be viewing.
