Does the tenant pay an agency fee?

Since Spain’s Housing Law, Ley 12/2023, the agency’s fees and the cost of drawing up the contract are the landlord’s: article 20.2 of the Urban Leases Act (Ley 29/1994) says they cannot be passed on to the tenant, directly or indirectly.
